DOTr Imposes Stricter Rules for PUV Drivers Amid Road Safety Concerns
Manila, Philippines — In response to a series of deadly road accidents, the Department of Transportation (DOTr) has issued new safety regulations for public utility vehicle (PUV) drivers.
Under the new rules, all PUV drivers are now required to undergo drug testing every 90 days. The agency said this measure is meant to ensure that only sober and alert drivers are behind the wheel of public transport vehicles.
In addition, bus drivers are now limited to four consecutive hours of driving. If a trip is expected to last longer than four hours, a relief driver must be on board to take over and allow the main driver to rest.
“These changes are not just regulatory. They are necessary to prevent further loss of life on our roads,” said a DOTr official, citing recent fatal incidents involving long-haul buses and suspected cases of driver fatigue.
The agency is coordinating with bus companies to monitor compliance and will impose penalties for violations. Transport groups have been given a short window to adjust operations and ensure relievers are available for long-distance routes.
The new policy takes effect immediately.
